Understanding and Supporting Democratic Bright Spots

Despite the overall global trend of democratic backsliding, dozens of countries have experienced democratic openings during the past ten years—what the Biden administration calls democratic “bright spots.”

In a new paper, Thomas Carothers and Benjamin Feldman differentiate four types of bright spots and identify thirty-two countries where bright spots have emerged. Understanding the variety and outcomes of these positive political junctures is key to crafting more effective ways to support them.
