For the U.K. to be seen as credible in its effort to responsibly deploy offensive cyber capabilities and uphold accountability in its pursuit of cyber power, articulating a clear legal position is crucial. This is also integral to the U.K.’s efforts to challenge “systemic competitors” in cyberspace, including China and Russia, while participating in a broader coalition of like-minded states based on a democratic, rules-based order, such as through President Biden’s Summit for Democracy.
